Are they rebaselining (is this a word) deaths is the US? If they are what does this mean? Many questions. Take a look at the FCC Air Traffic Workforce plans (2021, 2022, and 2023). Table 4.2 in the ’21 and ’23 reports. In the ’22 report I couldn’t find a table but they did produce a bubble graphic showing 961 total removals, deaths and resignations for the 10 year span covered in that report. ’21 report forecast provides approx. 92 events/per year avg., the ’22 report shows 96.1/yr avg but the ’23 report shows a 45% increase every year from 2022 (actual) thru 2032. They state that these numbers are based on historical rates.

You must read the reports as they will show (in various figures/charts/tables) that this is not because of retirements. That explicitly report that the bulk of retirements have already occurred. The charts also indicate that retirement statistics are declining as expected.

Recommend reviewing figures 1.2 in each as well. FIGURE 1.2 SYSTEM-WIDE TRAFFIC AND TOTAL CONTROLLER TRENDS

Something changed in 2023 in the figures. Not enough space here to adequately show these figures for each year and point out the changes. Look at slopes and the crossover points of personnel/historical. Also review the forecast manning – green line. The green line is very important.
