I saw Bush's interview this morning. He was parsing his words. The question was about strategy, but Bush says his "we've never been stay the course" answer was about tactics. Until very recently, I have not heard Bush draw any distinction between strategy and tactics but, now that he clearly needs to change direction, he has used "tactics" to cover everything he wants to change. That way, he can claim both that he will "stay the course" (i.e., on strategy) and that "we've never been staying the course" (i.e., on tactics).
Nevertheless, Bush's notion of strategy seems to consist of little more than goal-setting. His "strategy" appears to be "using American military occupation to create democracy in Iraq." Virtually all detailed military plans to ahieve that goal — including things that many people might consider strategic — have now been relabeled as "tactics," so Bush can alter as needed without admitting that he is changing course.

American is certainly at a crossroads. Congress, an extension of the will of the American people, has voted to strip away our Constitution and Bill of Rights. This recent Military Commissions Act passage reflects abundently, just how sick and bankrupt our people have become. The stench rising from the legal profession and organized religion,s collective silence regarding this criminal legislation, explains volumnes as to how we got into this mess. Hopefully, the fruit of your collective efforts will result in something concrete being done in the coming November elections. Otherwise, we may all be labled enemy combatients and then vanish ??
