		<description>We live in a system of laws, rules, and ordinances so complex and inconsistent that they cannot be completely enforced. 

Unions can employ a tactic called "Work to Rule" that effectively prevents any motion by observing every regulation. If one desires to shut down a business, or oust a homeowner, an inspector can easily find zoning or safety violations. 

The 20th century principle of creating total fairness through complete detail of rule has led us back around to where decisions of enforcers and arbitrators are the only rule.

Any judge who claims to act as a mere mechanism for the system is either inept, deluded, or dissembling.
